Subject: 2026 Unit Program Support Plan – What You Need to Know

Dear Pack and Troop Leaders,

The Coronado Area Council Executive Board approved the 2026 Unit Program Support Plan that went into effect January 1, 2026. We would like to share the details of the 2026 Unit Program Support Plan. This plan is designed to encourage participation in council camps and fundraising programs that help strengthen Scouting experiences for all our youth.

Below is an overview of the participation goals and what to expect for the upcoming year.

Camp Participation
We ask that 50% of your Pack or Troop participate in a Coronado Area Council (CAC) resident camp during 2026. Eligible options include:

• Cub Resident Camp at Camp Brown, or
• Scouts BSA Resident Camp at Camp Hansen

For Scouts BSA troops, participation in National Youth Leadership Training (NYLT) also counts toward the 50% goal for each Scout who attends. If a Scout attends both NYLT and resident camp, both experiences may be counted.

Fundraising Participation
Units are encouraged to support council fundraising efforts by meeting one of the following goals:

• Popcorn Sales: An average of $500 per registered Scout, or
• Meat Stick Sales: Four cases (160 bundles) per registered Scout

If Participation Goals Aren’t Met
If your unit doesn’t meet one or more of these goals, a per-Scout fee will apply:

• $50 per Scout if there is no camp participation
• $25 per Scout if there is no popcorn or meat stick participation

Invoices & Payment Timing
Invoices will be sent out in November 2026, after camps and fundraising have wrapped up. You’re welcome to pay any time after receiving your invoice, but payment will be due by January 15, 2027.

Invoices will be based on your unit roster as of May 1, 2026, or on the effective date of your 2026 unit renewal, whichever is later.

  Additional Notes & Comments

There will be no further penalties in your popcorn commission for not hitting the sales goals provided in the Program Support Plan.

If you know you aren’t going to meet the participation requirements, there is an option for you to pay any or all of your unit program support fee at any time.

We have put together a list of all the Packs and Troops in the council for 2025 with information showing how this would have affected your unit if this had been implemented last year.

We expect this to be a fluid plan from year to year. We expect to receive feedback and suggestions on how we can make this a less painful process or an easier way to participate in council activities and fundraising so your Pack or Troop doesn’t have to pay this Program Support fee.
